The Human Cost of Drone Warfare: Examining the Al Manthari Family Tragedy

In recent years, the use of drones in warfare has sparked heated debates about ethics, legality, and the implications for civilian populations. One tragic incident on March 29, 2018, serves as a poignant example of the often-overlooked human cost of this military strategy.

The Al Manthari Family Incident

On that fateful day, a Toyota Land Cruiser carrying five members of the Al Manthari family was traveling through the Al Bayda province of Yemen. They were on their way to pick up a local elder regarding the sale of a plot of land. This journey turned into a tragedy when a US Predator drone struck their vehicle. The attack resulted in the deaths of three family members instantly, with a fourth dying later due to injuries sustained from the strike. Among the deceased was Mohamed Saleh al Manthari, the family’s sole breadwinner, leaving behind three children aged between one and six.

U.S. Defense and Accountability

Following the strike, the U.S. military claimed responsibility, asserting that the victims were terrorists. However, countless Yemenis who knew the Al Manthari family refuted this assertion. Jen Gibson, an attorney with the legal organization Reprieve, stated that not only did community members contest the characterization of the victims, but they also had verification from local officials up to the governor who affirmed that the Al Mantharis were indeed civilians. The U.S. Central Command (CENTCOM) has recently opened a “credibility assessment” investigation into the incident—a move described by lawyers as unusual and potentially indicative of a flaw in the targeting process.

The Role of Metadata in Target Selection

One of the most unsettling aspects of this tragedy is the concern that the Al Manthari family may have been targeted based on metadata—a collection of information derived from various intelligence sources, including mobile phone data, text messages, and behavioral patterns. The U.S. military and CIA have long been secretive about their “kill chain” processes, but it has been revealed that metadata significantly influences target selection. In fact, former CIA head Michael Hayden candidly stated, “We kill people based on metadata.” This raises grave questions about the reliability of such data in determining life-or-death decisions.

Often, today’s warfare strategies are entwined with commercial interests, as these companies are eager to secure government contracts to recover their research investments. Historically, firms typical of the defense industry have been predominant in this space. However, recent trends show that tech giants such as Google, Amazon, and Microsoft are increasingly involved in military applications.

Project Maven: A Case Study

A prime example of this collaboration is Project Maven, which focuses on training artificial intelligence systems to analyze drone surveillance footage. The goal is to identify and categorize objects from vast amounts of imagery, thereby aiding in target selection. Google has been a prominent player in this initiative, despite pushback from its own engineers who are uneasy about the ethical implications of their work. Similar protests have erupted at other tech companies, emphasizing the dilemma of whether they should be complicit in military operations.

Ethical Considerations in Military Operations

The U.S. government’s policy of using armed drones to conduct strikes far from active combat zones has been controversial. As noted by Jen Gibson, the CIA and military often engage in drone warfare against communities that are not involved in any armed conflict, relying on intelligence that is frequently flawed. Paul Scharre, a technology and national security expert, offers a different perspective, arguing that technological advancements are improving the military’s ability to conduct operations with reduced civilian casualties compared to previous conflicts.

The Complexity of Technology and Security

This multifaceted issue raises critical questions about the role of technology companies in military operations. Should corporations leverage their innovations to support government-sanctioned violence, or is there a moral imperative to refrain from participating in such actions?
